The Juvenile Justice Reform Act of 2003 becomes law

Louisiana's legislature responded to the community outcry from families, community members, child advocate providers, and church groups by unanimously passing the Juvenile Justice Reform Act of 2003, an unprecedented piece of legislation. The Law now called Act 1225, The Juvenile Justice Reform Act of 2003, whilst groundbreaking in its vision for the future, leaves final implementation up to the next administration.

JJ Reform Act of 1225 Needs You to Make Its Vision a Reality. In order to ensure the effective implementation of Act 1225, a series of planning efforts are underway. There are several planning groups:

  1. Implementation Commission is a 5-member board with the ultimate decision-making authority for recommendations to the 2004 Legislature and the new governor;
  1. Louisiana Planning and Coordination Board consists of a large group of appointed stakeholders who serve as a research, planning and advisory group to the Children's Cabinet and the Implementation Commission; and,
  1. Children's Cabinet Research Council is an advisory group to the Children's Cabinet made up of university and law school representatives. Each of these groups is charged with various research and planning responsibilities. Their meetings are all open to the public and would benefit from broad, citizen participation.
Preliminary planning efforts must in effect be complete by the end of the year in order keep the reform process on track.
