DMC eNews Reports on DMC Action Network Efforts

DMC eNews
is an electronic newsletter that reports on how the 12 DMC Action Network sites are reducing racial and ethnic disparities in their juvenile justice systems.  The brief newsletter is designed to spread the word about strategic innovations that successfully reduce Disproportionate Minority Contact, or DMC.

The sites in the DMC Action Network are among the leaders in DMC reduction in the United States.  Each issue of DMC eNews will include a short feature on an aspect of DMC reduction, a link to a useful resource, a profile of a DMC Action Network site, and a true story that illustrates the successes and lessons learned at these sites.

The National Juvenile Defender Center honored CCLP Executive Director Mark Soler at its annual summit in October 2009 with a Recognition Award for his work in helping to lay the organization's foundation. Mark served as a member of the Board of Directors and President of NJDC, which celebrates its fifth anniversary as an independent organization this year.

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) released a new bulletin presenting findings from the National Survey of Children’s Exposure to Violence, the most comprehensive survey to date of children’s exposure to violence in the United States. The bulletin, Children’s Exposure to Violence: A Comprehensive National Survey [pdf], discusses the survey’s findings and the implications for policymakers, researchers, and practitioners who work with juvenile victims of violence.

CCLP Senior Staff Attorney Dana Shoenberg co-authored a chapter in the latest edition of the Office of Juvenile Justice and Delinquency Prevention's Disproportionate Minority Contact Technical Assistance Manual. The chapter, entitled Strategies for Serving Hispanic Youth [pdf], describes lessons learned from a two-year project in Washoe County, Nevada, and Travis County, Texas, that was designed to develop new and accurate data collection methods for Hispanic youth and to reduce DMC for Hispanic and other youth at key decision points.

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) released a new bulletin on local DMC reductions strategies, co-authored by CCLP's Mark Soler and Lisa Garry. The bulletin, Reducing Disproportionate Minority Contact: Preparation at the Local Level [pdf], is the first in a series by OJJDP to address DMC. It provides valuable information on the context in which local preparation occurs, as well as specific strategies to successfully engage communities in DMC reduction efforts.

In America's Invisible Children: Latino Youth and the Failure of Justice [pdf], the Campaign for Youth Justice and the National Council of La Raza detail how Latino youth are treated more harshly than white youth, for similar offenses, at all stages in the justice system. The groups report that 1 out of 4 incarcerated Latino youth are held in adult facilities and make substantive recommendations for reducing disparities throughout the system.

The Coalition for Juvenile Justice published the results of a first-of-its kind investigation into the impact of the JJDPA in 53 states and territories nationwide. The study, A Pivotal Moment: Sustaining the Success and Enhancing the Future of the Juvenile Justice and Delinquency Prevention Act [pdf], endorses strengthening the JJDPA in key areas, including DMC reduction.
